hold placement looks successful if no part is selected

staff client 3.0.2 - clicking Submit to place a hold without choosing a part takes you to a screen that says
Place Hold

Continue Place another hold on this title
A hold has NOT been placed but that information is not shared anywhere on this page. This behavior is seen only in the staff client. The OPAC notifies the patron that a part must be selected. That notification needs to part of the staff client functionality.
Staff think they are placing holds when they aren't.
1. Search for Dexter: The Final Season. TCN 1910969
2. Click Place Hold.
3. Enter patron barcode number.
4. Click submit without choosing a part.

I am also seeing this problem on a 3.0.7 system.
This is happening in the xul staff client only.
When an attempt is made to place a hold without selecting a part in the web catalog or web client, a balloon displays with the text "Please select one of these options".
In the web staff client, the balloon fades after displaying for a short time, not requiring acknowledgement.
In the web catalog, the balloon displays until there is mouse or keyboard activity, and leaves the part radio buttons with a red shadow.
