Bug Description
sahara-api can be deployed as wsgi application: puppet-sahara should support this way of deploying. Maybe the default can be kept as it is; we (Sahara) are planning to switch to wsgi as default also with devstack, but maybe it's better to start with an additional deployment method to not break the consumers of puppet-sahara.

Add Sahara API WSGI support
Adds support for running the Sahara API under WSGI with Apache.
Ubuntu Bionic has removed support for eventlet which means you must
use WSGI now. See bug [1] [2]
