Bug Description

Boot up errors.
System is reporting
dmesg error
# systemd[1]: Failed to start Load Kernel Modules.

Video and WIFI are affected.
Hard drive is not full.

Xubuntu 16.04 LTS
lsb_release
LSB Version: core-9.20160110ubuntu0.2-amd64:core-9.20160110ubuntu0.2-noarch:printing-9.20160110ubuntu0.2-amd64:printing-9.20160110ubuntu0.2-noarch:security-9.20160110ubuntu0.2-amd64:security-9.20160110ubuntu0.2-noarch

Reinstalling kernel via synaptic does not fix the problem

I'm not sure why you think that's an apt problem. It's a service shipped by systemd, so reassigning there.

I did know that I had reported it as an apt problem.

Trying other kernels

linux-image-4.4.0-116-generic
linux-image-4.4.0-98-generic
both have the same issue as 119

however these work (loads video and wifi)
linux-image-4.4.0-116-lowlatency
linux-image-4.4.0-98-lowlatency

solved by adding
linux-image-extra-(119)-generic package
