[User Account]When selected a picture, the right border of the user icon disppeared.
【新增用户】创建用户，设置头像时，选择一个图片，此时头像右边边框消失

  [Test Case]
1. Open Start Menu-Settings-User Account
2. Click Create a new account
3. Click select picture and check the right border
Expected Result:Passed
Actual Result:disppeared
