A strange symbol looking like a rhombus instead of apostroph in VT in Ukrainian keyboard layout

Bug Description

I found that in VT if to push Shift+~ on Ukrainian keyboard layout, as a result appears a strange symbol looking like a rhombus but it should be an apostrophe symbol "ʼ" as in X session.
