Bug Description

Feature Freeze exception:

Much like 16.04, we want to get nginx in 18.04 as close to a LTS release as possible. Future updates to get the actual upstream LTS release to a stable branch will come from bionic-updates.

Features are only added between 1.13.10 and 1.13.11, and are detailed here (from http://nginx.org/en/CHANGES):

Changes with nginx 1.13.11 (03 Apr 2018)

    *) Feature: the "proxy_protocol" parameter of the "listen" directive now
       supports the PROXY protocol version 2.

    *) Bugfix: nginx could not be built with OpenSSL 1.1.1 statically on
       Linux.

    *) Bugfix: in the "http_404", "http_500", etc. parameters of the
       "proxy_next_upstream" directive.

1.13.12 was a bugfix-only release:

    *) Bugfix: connections with gRPC backends might be closed unexpectedly
       when returning a large response.
