Trove CLI doesn't support listing instance by project/all with admin

Bug Description

The Trove CLI client should allow listing of all resources by project or 'all' with admin credentials, like other services do.

For example, compute works with:
  $ openstack server list --project 5fd0366d75b64acb8c4781cbe4adac41

and Trove should be the same.

In our environment, to find the DB instance ID is very difficult for helpdesk staff to do.
