Bug Description

In order to simplify maintenance and reduce the chances of getting linux-azure-edge out of sync with linux-azure in bionic, the linux-azure-edge package should be converted to work similarly to linux-hwe packge.

That implies a few changes:

- An initial version of linux-azure-edge should be synced with linux-azure in bionic.
- An update script (used during package preparation) should be created to update the linux-azure-package.
- The linux-azure-edge source package should generate binary packages named just with the suffix "-azure" (not "-azure-edge", as it does currently).
- The version of the linux-azure-edge package should be the same as the version of linux-azure in bionioc, with the suffix "~16.04.1" appended.

Currently the version of linux-azure-edge in xenial is greated than linux-azure in bionic. Due to that, linux-azure in bionic needs to have it's version increased.
