Bug Description
Keystone server supports associating a domain when registering an identity provider [0]. The client doesn't support passing this information to the server, yet.
We should update the client so that operators can specify a domain ID for an identity provider. If a domain ID isn't specified in the request to register an identity provider, keystone will automatically generate one.

Seems the domain_id can be contained in **kwargs: https:/ /github. com/openstack/ python- keystoneclient/ blob/master/ keystoneclient/ v3/contrib/ federation/ identity_ providers. py#L41
openstack client has supported it already: /github. com/openstack/ python- openstackclient /blob/master/ openstackclient /identity/ v3/identity_ provider. py#L102

The docstring should be updated https:/ /github. com/openstack/ python- keystoneclient/ blob/master/ keystoneclient/ v3/contrib/ federation/ identity_ providers. py#L48- L49
