Bug Description

Once GNOME Builder 3.28.1 will be available in Bionic, the top panel won't show any installed QEMU target as there is no F flag enable by default

The flag is enable in Ubuntu 18.10 and newer, unsure if that would be a candidate for a LTS backport though
