Need variables for src and build dirs

Bug Description

Had a conversation with Sergio on slack about the fact that in many snaps I'm doing all kinds of git describe operation on parts/<partname>/src which isn't a stable interface to those directories.

He suggested I file a bug requesting SNAPCRAFT_PART_SOURCE(DIR) and BUILD to make it easier to programmatically interrogate those directories.

Is this still necessary with the fact that `override-pull` uses src as the working directory?

Also, the build dir is already represented by $SNAPCRAFT_PART_INSTALL.
