snaps can't load communitheme theme

Bug Description

As mentioned on https://github.com/ubuntu/gtk-communitheme/issues/325#issuecomment-380383969, other snaps can't load the communitheme snap.

We'll have in the future proper theme snap via interface and connexion. However, for 18.04 LTS, this snap is becoming popular due to our promotion on it, being the next ubuntu default theme. Not having it working with other snap apps would look bad for snaps. Note that the theme is quickly evolving (multiple commits a day) and so, can't be included in other platform snaps.

I propose that we extend (harcoding communitheme) for now so that the desktop interface enables reading those theme files there.
