Pending updated resource not set to deleted after a delete

Bug Description
When draft security mode enable, if a resource is updated and then deleted, the resource is not set to deleted state and not deleted if a commit action is done.
1. set a scope with security draft mode disable
2. create a firewall policy
3. enable security draft mode on the scope
4. update the firewall policy => a cloned resource created with modifications and state set to 'updated'
5. delete the firewall policy => cloned resource state stay to 'updated' and did not move to 'deleted'
6. commit modifications on the scope, enforced firewall policy is not deleted but modifications were applied
