"bzr plugins" should also display the plugin search path

Excerpt from IRC conversation I just had:

<glyph> Yeah. There's ~/.bazaar on UNIX, I assume there's a similar per-user thing on Windows, but since nothing is installed there, "bzr plugins" won't tell me about it.

It would be useful if "bzr plugins" reported the search path bzr is using for locating plugins, especially as it can vary by platform, by where bzr is installed, and by how BZR_PLUGIN_PATH is set.

Agreed, but only with -v (--verbose) flag.

Another problem is that the online docs don't mention this anywhere. It should probably be in the user guide and maybe some other places.

its definitely in bzr help env-variables (or however that is spelt). I
agree it could be more visible.

re: plugins showing it, I disagree - bzr --version is a better place,
because it shows a bunch of paths and its what we ask for for
diagnostics.
