Volume indicator doesn't work

Bug Description
The volume indicator icon shows the volume as muted, but sound is on. I can click on the indicator to pop up the menu, but neither the sliders nor the buttons have any effect.
Changing sound settings through the "Sound" unity control center application works fine.
