Bug Description

Hi!
The current Meson version in Ubuntu has two regressions which cause D code builds to fail.
This issue is very annoying to have in an LTS release, and it might even cause existing packages in Ubuntu to FTBFS on a full archive rebuild (it definitely causes them to skip tests, which is very annoying).
The next Meson version (likely 0.46, planned for release very soon) will have these issues fixed, but if that version does not get included in Bionic, please consider applying the attached patches to the Meson package.
