commit with all firewall rule refs removed from firewall policy doesnt work

Bug Description

Steps:
1) Create a FwPolicy with a single FwRule under project
2) Enable draft mode under project
3) Remove the Rule from the Policy
4) Commit the draft

Observed that the firewall_rule_refs still exist on the FwPolicy object.
This issue is observed only if the last refs been removed, I had another FwP with 2 rules and deleted one of them and things were fine with that.

[config] Ensure ref remove after security commit

If an updated resource reference list becomes empty when the draft mode is
enable, the enforced references were not remove when resource is committed.
