Bug Description

neutron needs to build a python3-neutron package (as in Debian). bionic only has a python-neutron package.

this stalls e.g. https://launchpad.net/ubuntu/+source/networking-arista/2017.2.2-2

for queens, we need to switch this so that networking-artista ships a py2 package; py3 for bionic +1

networking-artista has been updated for bionic/queens to ship a py2 package. (I just noticed this bug or else would've used this bug for that change.) Nonetheless yes, the plan is to add py3 packages to neutron for bionic +1.
