udev: new changes from Debian require merging

New changes from Debian require merging into Ubuntu.

Some, if not all, of this work has been done automatically;
however the changes should be reviewed before signing and
uploading.

The new source package, along with various patches to aid

There's quite a major jump between our udev and the one in Debian -- I think we
froze at about the right in the udev development track, and though I'd like to
(and intend to) perform this merge the day dapper is open -- I don't think it's
right for breezy.
