This is no bug in synaptic, which only displays and manages the available packages.
From looking at your original bug report, it's not a gimp bug either: if a device is busy, because it gets used by some program, it cannot be unmounted/ejected.

I'm marking this as Invalid, because - as far as I can see - this is the expected behaviour.

Please don't hesitate to report any other bugs you may find, so we can make Ubuntu better.

I've read the comments and would like to see an update for Gutsy, too.
But it's not a Synaptic bug.
And I believe the particular issue you are seeing won't be fixed with gimp 2.4.2.
But according to your bug title (and not the description), I'm marking it as duplicate of bug 157642, which is about updating Gimp in Gutsy.
I hope it gets updated for Gutsy soon and that it will fix your issue.
Please note that it won't help to add a "me too" to the bug.
