Bug Description

Evergreen Releases 3.0.5 and 3.0.6

A checkout exceeding the number specified in a Circulation Limit Set fails to provide the warning:
PATRON_EXCEEDS_CHECKOUT_COUNT
The patron in question has the maximum number of items already checked out.

The Circulation Limit Set block fails if the patron already has some of the types of items checked out and attempts to check out more.

We have a checkout limit of 20 items with Circulation Modifier DVD.
If the patron has some DVDs checked out and then attempts to check out more DVDs exceeding the 20 limit it is allowed without warning.

If all DVDs are checked out in one checkout session, for example 21 DVDs, the warning displays upon entering the 21st DVD.

This bug is a number of checkouts set in the circulation limit sets under local administration in the web client. The circulation limit set is put into a specific circulation policy to limit the number of checkouts for a specific collection or set of items such as circulation modifier DVD.

I read bug 1890822 to be about a penalty threshold but not involving a circulation limit set.
