zaqar still uses mongodb by default

Bug Description

We've stopped supporting mongodb but have left the code in and don't test it. Zaqar is configured with mongodb by default. Zaqar should be switched to use redis by default so we can cleanup mongodb from tripleo.

    Switch Zaqar to use Redis

    Zaqar was using mongodb by default but we haven't supported mongodb
    since pike. This change switches Zaqar to use redis by default.
