Bug Description

Sometimes OpenStack actions can log too much on "expected" errors. Mistral should allow a caller of an action to suppress that logging.

Technically true for any and all actions. Except with custom actions you have the ability to catch exceptions.

I believe we need to solve this at a different level. Really it isn't a fault of the OpenStack actions, rather it is a limitation of the error handling in the workflow DSL.

One option would be to have a standard set of error codes/exceptions that actions can raise for common issues (maybe http codes would be a good start?) Then workflows can handle these errors more intelligently.

Either way, I believe a blueprint/spec and some design work would be needed. I'm going to close this bug for now.
