ssl_ca option updates ca-certs every minute, resulting in i/o errors

Using ssl_ca option on heat charm results in /etc/ssl/certs/ca-certificates.crt getting updated every minute when the update_status hook runs, which causes occasional i/o errors when heat or other programs want to check list of trusted CA certs since ca-certificates is getting updated
