control of windows in preferences of document don't work

Bug Description
I'm using Inkscape0.92.3 with windows 10.
When I open the windows "Preferences of document" the controls of the window to maximize the window and the actions with the arrows keys to change the borders of the windows to maximize, don't work at all.
The window of the "Preferences on Inkscape" in many cases, when I open this window, apear complety minimize, and you must maximize with the arrow keys. This is a big problem with for the biginners it has hapenned to me in several cases. The controls of this window don't exist to maximize the window.
On the other hand, the icon to minimize the dockable, in my opinion, it would change of the oposite direction. The same for all dockable windows. In the earlier versions before 0.91, I think, they were correct, like in Tavmjon Bah book manual that you can check in the Chapter 24 page 424.
Other things to improve te manage the windows, when you want to open a window that it's minimized in the bar of dockables, if you do click at a icon o menu to open, the window it's not opened and it remain minimize at the bar of dockables. The desirable thing would be to open it
