mysql users are not updated when overcloud is redeployed with new passwords

Bug Description

I redeployed my overcloud with a new password set for the Barbican user and the Cinder user.
The stack completed but both services failed to restart.

We see that the config files are modified with the new passwords, and that the keystone user is updated. But the mysql user has the old password.

I've tried with NovaPassword and could change the password successfully, Nova was working fine after. I probably missed something, I'll retry with Cinder.
