Bug Description

Ceph-osd and ceph-mon charm install hooks are failing with package dependency issues on arm64. This is blocking validation of ceph luminous with openstack queens.

arm64 build for ceph failed to build with a dep-wait; we'll need to sort that out which means a rebuild for all archs.
