Bug Description
git branch home/dan/
updates to the win32 build (build under cygwin with mingw as the target).
- extracts the list of runtime DLLs from the package list instead of hard coding the file names
- improvements to allow building the documentation under cygwin

we may want to pull into the 4.1 branch so I can build an installer but with a released tarball.
