Bug Description

Ubuntu 18.04 (bionic) alpha

cinnamon: 3.6.7-4

When I run cinnamon-settings I get the following error.
According to what I have read about this issue, it seems that 'setdefaultencoding' is miss-used here.

$ cinnamon-settings
Traceback (most recent call last):
  File "/usr/share/cinnamon/cinnamon-settings/cinnamon-settings.py", line 6, in <module>
    sys.setdefaultencoding('utf-8') # noqa
AttributeError: 'module' object has no attribute 'setdefaultencoding'

It would have been synced sooner if y'all had used a more helpful changelog entry than "Rediff patches". :)
