R5.0-micro-services provision - encapsulation priority provisioning support

Encapsulation priority shoud be configurable at provisioning time. Like we specified in testbed or json earlier as below and it used to be propagated to the vrouter. Verification can be done from the vrouter introspect page.

This is already available. Contrail-Fabric is already using it. Please check with UI folks. They are able to specify the encapsulation priority already in 5.0.
