security draft mode knob for global scope needs to be a property of Global System Config

Currently the draft mode knob is a property of policy-management and project resources which raises a conflict since policy-management can also be a child of project.

Would be better if security draft mode knob for global scope can be a property of Global System Config resource and removed from policy-management resource.

[schema] Set draft switch property under Global System Config

In the first implementation of the draft mode for security resources, we
set the property switch under the project resource for the project scope
case and under the global policy management for global scope case. This
is not compliant which what we do habitually, a deployment config
property should be a property of the Global System Config resource.
