Create a workflow to properly expose the create_container action

The 'tripleo.plan.create_container' action is called directly as an action and should instead be called via a workflow. Create a workflow to expose this action and if the logic can be replicated in the workflow, deprecate the action.

    Adds Create Container Workflow

    This patch adds a workflow to update the parameters in a given
    deployment plan so the tripleo.plan.create_container action does
    not need to be called directly.
