Enable Neutron LBaaS for Ocata and Newton

Neutron LBaaS can be enabled and configurable using puppet-tripleo in Ocata and Newton. But there is no tripleo-heat-templates which will include "tripleo::profile::base::neutron::lbaas". Master, Queens and Pike already have tripleo-heat -templates which include "tripleo::profile::base::neutron::lbaas". Need to add them to Ocata and Newton.

Expected result
===============
Include tripleo::profile::base::neutron::lbaas and configure lbaas_agent.ini and enable neutron-lbaasv2-agent

Actual result
=============
tripleo::profile::base::neutron::lbaas is not included and lbaas_agent.ini is not configured and neutron-lbaasv2-agent is disabled
