Bug Description

When using Ubuntu Mate 18.04, three monitors, compiz and the mutiny theme - if I maximize a window on the primary screen it ignores the application switcher panel and maximizes beyond it however on a single screen it maximizes normally and respects the bounds of the panel.

Another related bug.

If I start with an application maximized on Screen 3.

If I remove the display cable from my laptop all the apps go to a single screen.

If I then plug in my displays again.

The application is maximized once more on Screen 3 but it has lost it's title bar.
