undercloud - containers CI job does not load neutron service plugins

The tripleo-ci-centos-7-undercloud-containers CI job does not load the service plug-ins specified in THT/environments/undercloud.yaml

The neutron config contain no service plugins:

In development environment installing undercloud-containers the service plugin defined in the undercloud environment is in the configuration and enabled.

    Do not override NeutronServicePlugins in CI

    The NeutronServicePlugins are overriden to an empty list in CI.
    For routed ctlplane networking we need to load the segments plug-in.

    Commit d00324220612d25c3653ebb61ddeaafbcfe5cb4f introduced the
    behaviour which disables all the service plugins, but no explanation
    why.
