[Ubuntu 18.04] No active network interface after installation

Bug Description

After finishing the installation from the daily-build s390 ISO images, no network interface was found enabled/active. The "ip addr" command only showed the loopback device.

The configured network device was an OSA adapter, the problem occured when installing as a z/VM 6.4 guest or on a LPAR. ISO images from the daily builds from 19. through 22. March 2018 were tried with the same result.

When investigating the problem further, I found that no udev rule was present in the /etc/udev/rules.d directory for the OSA adapter (no 41-qeth* file). Putting an appropriate rules file into that directory fixed the problem, that is: the system had an active network interface after reIPL.

Installation logs/information from the /var/log/installer directory are attached.
