Bug Description
The problem is that the hwtest-desktop-cli program needs to include both the base hwtest-cli.conf and hwtest-desktop.conf files. However, the include field currently doesn't support providing multiple files.

This should also extend to the directory fields which should also support porviding multiple directories.
