[Hardy]Apt-get ignores proxy settings, while Synaptic works

Bug Description
I am behind a http-proxy and so I have set the proxy in system -> proxy and also in Synaptic. Update-manager and Synaptic work with these proxy settings, but if I run 'apt-get dist-upgrade' or try to do a dist-upgrade via update-manager, it cannot connect to the internet. Also, downloading firmware (over b43-fwcutter) and installing flashplayer from Adobe fail because the scripts can't connect. Using tsocks (then over the SSH proxy localhost) allows apt-get to download.
I am using Hardy amd64 daily-live 20071211 with updates until 12th of december.

Uploading crash reports does not work either due to a timeout. So if that helps, here two crash reports of installations, that didn't finish, because the scripts could not connect to the internet.
