Remove the bonding options constraint for lacp in nic config templates

LACP has been supported fully and all known issues [1] has been fixed with RHEL7.3 and ovs2.6, we need to remove the constraint.

    constraints:
    - allowed_pattern: ^((?!balance.tcp).)*$
      description: 'The balance-tcp bond mode is known to cause packet loss and
        should not be used in BondInterfaceOvsOptions.'

    Remove the lacp bond mode constraints

    As all the known issues have been fixed already in RHEL and ovs,
    remove the constraint to avoid lacp bond mode configuration.
