Manage Roles link should be in a button and inline with other actions on steps

Currently, the manage roles action is a link and in the bottom right of the Roles Assignment panel. To be consistent with other actions on the page, this should be a button and aligned with the other button actions on other steps within the workflow.

    Update Manage Roles link to be Inline Button

    This patch changes the Manage Roles link on the deployment plan
    page to be a button. It also moves it to be inline with all
    other main buttons on the page.

    Note that the Save and Cancel buttons when changing the number
    on nodes assigned to roles will remain floating to the right.
