Bug Description

NFV POC: Openstack Newton
1 Controller + 3 Compute

root@node-1:/etc/nova# openstack congress policy rule create classification "execute[nova:servers.pause(id)] :- server_with_bad_flavor(id), nova:servers(id,status,status,status,status)" --name permitted_flavor
Syntax error for rule::Literal nova:servers(id, status, status, status, status) contained 5 arguments but only 10 arguments are permitted (HTTP 400) (Request-ID: req-29409b1a-6126-4c6c-a068-1f37f3406e65)

When giving less no. of arguments(e.g. 5) then its reflecting "only 10 " arguments are permitted

"only" should be remove from message. Above message is fine if no. of arguments were more than 10.
