i am unable to update my ubuntu verion, apt-get update doesn't work properly and terminates without updating the whole system. apt-get upgrade also doesn't work properly

This looks like you are trying to install packages from various releases. Have you tried using the do-release-upgrade command to upgrade between versions? an apt clean is a good command as well.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
