[2.4, b1] When creating a KVM pod it does not automatically add the 'virtual' tag

Bug Description
1. I created a virsh pod with the tag ('kvm'). The pod added fine, but the problme is that it didn't create the 'virtual' tag that the KVM pod should always be created with.
The result should have been a pod with 2 tags: virtual (the default one) and kvm, the user provided one.
2. The second thing I tried is to create a pod without specifying tags, and the 'virtual tag was not added automatically.
Since this is a KVM pod, the tag 'virtual' should always be added.
