  [Test Case]
1. Open start menu-settings-Monitors, change the resolution to 800*600
2. click "Save"
3. drag Control Center to change its size and check its interface
Expected Result: Users can drag Control Center to change its size
Actual Result: Users cannot drag Control Center to change its size and some part of the interface become invisible.
