[RFE] Porting l2gw client extension to OpenStack client

We need to migrate the l2-gateway existing commands which are a Neutron client extension, to the common OpenStack client. The individual project clients will be deprecated eventually.

"As the policy of this repo, a corresponding project needs to be under the neutron stadium before merging OSC support. Is there any plan that networking-l2gw will be a part of official projects under the neutron project? I would like to know the current plan first.

If there is no plan to be under the neutron project governance, the recommended way is to implement OSC plugin in the networking-l2gw repo."

    Add networking-l2gw OSC commands

    Instead of the neutron commands in the form neutron l2-gateway-<command>
    and neutron l2-gateway-connection-<command> introduce the osc form:
    openstack l2gw <command> and openstack l2gw connection <command>.
