Battery monitor fails to start

Bug Description
Battery monitor fails to start. When I select the Battery monitor from Panel->Add and press the Add button the applet does not appear onto the panel. I'm using Xubuntu 7.10 Desktop Edition.
The following error message is printed into .xsession-errors:
