Bug Description

Current Horizon (queens) does not provide handful options for additional xstatic modules in pluggable dashboards.
We need an option in HORIZON_CONFIG to hold additional xstatic modules in plugins, and to let Horizon automatically collect related xstatic files.

    Add plugin xstatic modules support

    This patch allows Horizon to accept additional xstatic modules
     in plugin dashboards. Related static files would be collected
     and included in every page.
