Multinode bootstrap code needs to be ported from tripleo.sh to an ansible role

Bug Description

We are still using tripleo.sh for bootstrapping the overcloud nodes for multinode deployments. This has the side effect of using different repo setup than we eventually use during deploy and can lead to bugs like: https://bugs.launchpad.net/tripleo/+bug/1755168

Instead, we should port this code to an ansible role, so it can share the same repo configurations as the rest of the job.
