[18.04] apt update failed

Bug Description
Description:
After installing 18.04 beta1, apt update will fail.
1: InRelease is invalid
Solution: After changing system time 10 hours later, passed. Seems old image point to new release. But don't come across this issue before.
2. After In Release bug, when update package*.gz, there are some mismatches happens.
Seems the packages information is not consistent with detailed packages list.

Note: gz is almost one day earlier than the InRelease time. Content of gz is consistent with content of InRelease?
