[R5.0]- wrong Fat flow config is seen randomly in vrouter upon agent restart

when Fat flow is configured with proto:port zero then after agent restart sometime config in vrouter is wrong.

In current case, Fat flow was 6:0 (tcp and port 0) and same was seen in vrouter too.
